I'm sorry but that's not something that's related to any of the applications I sell and provide support for. 

There are a lot of services that you can use for handling payments on your website, like Stripe, PayPal etc, but it is not something that comes with Vanguard.

Is there any documentation for how to charge your customers credit card?  What service do you use to set it up? What is the percentage charged to charge a card?

It means that you can charge your users to use the website / web app that you have created on top of Vanguard. For example, if you use Vanguard to create a SaaS application where your users will pay a subscription fee then you need the extended license.
